GARNER — North Carolina regulators conditionally approved Duke Health’s $32.3 million satellite emergency department in Garner, with services scheduled to begin in December 2027.

The N.C. Department of Health and Human Services issued its conditional approval Aug. 28 for Project J-12831-26. The agency approved a capital expenditure of $32,286,073.

The freestanding facility will operate under the license of Duke Raleigh Hospital and will be identified as Duke Garner Emergency Department. Triangle Business Journal reported the approval Sept. 21.

The approval does not authorize Duke to begin development immediately. The state said Duke must first accept the conditions, document compliance with requirements that apply before certificate issuance and wait through an appeal period ending Sept. 28. If a contested case is filed, the certificate and project timetable could be delayed.

The approved timetable calls for Duke to execute construction contracts by Jan. 1, 2027, complete construction and install equipment by Sept. 1, occupy the space in October and begin offering services Dec. 1, 2027.

Among the conditions, Duke must materially comply with the representations in its application, develop the emergency department under Duke Raleigh Hospital’s license and implement an energy-efficiency and water-conservation plan that meets or exceeds current state building-code standards.

The decision establishes regulatory approval for the project. It is not a construction-start or opening announcement, and the approved capital expenditure applies only to the project reviewed by the state.
