Raleigh approves Heritage Park rezoning for up to 870 homes

RALEIGH – Raleigh has approved rezoning for two Heritage Park parcels, allowing future redevelopment with up to 870 homes near downtown and Dix Park.

The City Council approved the Raleigh Housing Authority requests Sept. 1. Triangle Business Journal reported that one parcel may accommodate buildings up to 11 stories and the other up to 18 stories.

The vote changes the development capacity of the publicly owned property. It does not approve a final site plan or commit the authority to build all 870 homes.

Heritage Park’s redevelopment is already beginning in a separate first phase. Raleigh said in February that the phase will include 51 senior-housing units supported by 9% Low-Income Housing Tax Credits. The city committed $1 million in gap financing in 2025.

The city said the broader Heritage Park transformation is expected to provide homes for approximately 1,000 residents over time.

The reviewed sources did not disclose a projectwide construction schedule or total investment tied to the newly approved zoning.
