SALISBURY – Salisbury City Council has approved conditional zoning for a planned Flexential data center on 95.57 acres at 1477 Henderson Grove Church Road, clearing a key land-use hurdle for a proposed 296,518-square-foot facility.
The council adopted the ordinance Oct. 6, changing three parcels from Light Industrial to Light Industrial with a conditional district overlay. Charlotte Business Journal independently confirmed City Council’s approval of the rezoning for the project. The overlay permits the property to be used for a data storage facility under the approved master plan and conditions.
Trammell Crow Company is developing the project on behalf of Flexential, the proposed end user. The developer submitted the initial zoning text application in October 2025, beginning a public process that included community meetings, a citywide ordinance change for data storage facilities, Planning Board review and the site-specific rezoning.
Flexential told the city that the planned facility would have a maximum utility draw of 55 megawatts. The company described the site plan as its maximum buildout and said power demand would ramp up as customers move into the facility. Those figures describe the proposal, not an operating facility.
The city says the company’s early estimate is about 40 permanent jobs. Flexential separately told the city that construction would involve roughly 200 workers from more than 35 subcontractors, followed by a few dozen full-time operations positions. Final staffing has not been announced and could change as the operating plan develops.
No city incentive has been requested, recommended or approved for the project, according to Salisbury. The proposed facility would be subject to full city and county property taxes. No total private investment figure has been disclosed.
The company’s project information says the facility would use a closed-loop, air-cooled system rather than water for equipment cooling, with water limited to bathrooms and landscaping. Backup diesel generators would operate during outages and periodic testing, subject to applicable permits and safety rules.
The zoning decision is a major regulatory milestone, but it is not a construction start or confirmation that the data center will open. The public record does not provide a groundbreaking date, completion schedule or committed capital amount. Additional site, building and environmental approvals may still be required before construction.
