RALEIGH – Raleigh City Council approved rezoning for Beacon Partners’ nearly 20-acre Capital Boulevard site, allowing a mixed-use district up to 20 stories while leaving construction, investment and timing uncommitted.
The council voted 6-2 on Oct. 6 to approve zoning case Z-50-25 for property at 2233 and 2321 Capital Blvd. The decision changes the development rules for a prominent site on the northern approach to downtown Raleigh.
The City of Raleigh application identifies 19.74 acres and requests a change from Industrial Mixed Use with a three-story height limit to Commercial Mixed Use with a 20-story limit. Beacon Partners is listed as the applicant for the Eastside Design District proposal.
Triangle Business Journal reported that the approved zoning envelope could accommodate as many as 5,781 residential units, 5 million square feet of office space and 396,131 square feet of retail space.
Those figures are maximum development capacity under the zoning, not a construction plan or commitment. The public record reviewed for this story does not disclose a total investment, financing package, tenants, groundbreaking date, phasing schedule or opening date.
The approval gives Beacon Partners flexibility to pursue a dense mix of residential, office and retail uses at the site. Any project would still move through site-plan, permitting and other development reviews before construction.
For Raleigh businesses and workers, the zoning decision creates the potential for a substantial long-term construction and leasing pipeline. Its immediate consequence is regulatory: the city has increased the amount and range of development the property may support, while the scale and timing of an actual project remain unsettled.
